Combine sour cream, buttermilk, wasabi, green onions, salt and pepper. Refrigerate until beans are done.
Bring a few inches of water to a boil. Cook green beans for 2 minutes. Remove, cold shock in an ice bath, drain and dry on a kitchen towel.
Heat a few inches of oil over medium to medium-high heat. Combine 1 cup water, flour, baking powder, onion, garlic and egg in a bowl to form batter. Dip beans in batter, a dozen at a time, and fry green beans. Sprinkle with salt and cool on a cooling rack. Serve with wasabi ranch sauce.
